A strong turnout of residents filled the room and spilled out into the hallway for the Woodbridge Inland Wetlands Agency’s April 15 meeting, as the agency continued its review of activity at 27 Beecher Road.

Attendees referenced a petition related to the proposal, underscoring the level of community engagement as the process moves forward.

During the meeting, the agency took up both a newly submitted apartment development application and an ongoing discussion of farming-related activity at the site.

The meeting marks the next phase in a process that has unfolded over several months, following earlier proposals and continued questions about how different activities on the property relate to one another.

Apartment application advances toward public hearing

The agency reviewed a newly submitted application for an affordable housing development at 27 Beecher Road. As a new filing, the proposal was considered separately from an earlier application that had been withdrawn in March.

Following discussion, the commission indicated that the application would proceed toward a public hearing at a future meeting, citing the level of interest in the proposal and the need for further review.

The agency also continued its discussion of farming-related activity at the property, which has been proceeding separately from the development proposal.

Discussion focused on the distinction between activities that may be permitted as of right and those that could require review if they involve regulated areas. Members discussed how certain types of work — particularly those involving wetlands or watercourses — may fall within the agency’s jurisdiction.

The applicant indicated he would continue working with the agency as additional questions are addressed and more detailed information is provided.

Focus on clarity across multiple proposals

Throughout the discussion, commissioners and participants returned to the importance of understanding how different activities at the site relate to one another.

With more than one proposal associated with the same property, the agency emphasized the need for clarity as it evaluates each application within its regulatory framework.

Additional applications on G-Rose Drive

At the start of the meeting, the agency also reviewed several new applications associated with properties on G-Rose Drive, a new road that would connect with Merritt Avenue in the lower-Litchfield Turnpike area, bordering New Haven.

The proposals involve residential development activity, including site work and associated infrastructure for twelve 2-story duplex units. Following a brief discussion, the applications were referred for further review.
